Tried for vtec in 1st 2nd and 3rd, I know that 1st can be no vtec if fitted with speed deristricter.
Ecu is from 4th gen jdm manual. I assume it does not have traction control. I like your thinking though

what are you calling 'vtec control' ?
Do you mean the vtec solenoid situated at the dizzy end of the head? if so then yes this is connected. the problem is it isnot getting a control signal from the ECU.
