You then need to work what will be a safe weight to tow with an un-braked trailer which is not the safest way. I've looked into this myself and I have to agree, the best way is to do the test and get whatever you like.
I don't think that's quite accurate mate - any trailer over 750kg or half the weight of the tow vehicle (whichever is less) must be braked. So there are scenarios where towing a braked trailer would be legal on a B licence, for example:

You have a tow vehicle with a GVW of 1,900kg and a braked trailer with a MAM of 1,500kg. The train weight (GVW + trailer MAM) is under 3,500kg, so provided the towing capacity of the tow vehicle is at least 1,500kg then it would be legal to drive this car & trailer combo on a B licence.

I have to admit I only found that out because I went to indespension to hire one and that is what the manager there told me, so it could be that he is wrong. :? I still think it is easier to just sit the test :D

Yeah to be fair there's a lot of confusing info out there. But I think you're right, the easiest thing to do is just take the test if you want to tow :)

On a slightly different note my family keep horses and I find there's loads of people in horsey community who pull overweight loads or use swb 4x4's for towing 2 large horses etc :? There seems to be a lot of disregard for what's safe or even legal and I find it shocking!! That's before you even get to the people with lorries who think that just because there's several stalls it's fine to fill them all without even thinking about the GVW. That's not to say there aren't people who are conscientious about the matter, but I've just noticed when I've been up at various yards that there's a lot of horsey people who don't know/care about these things :?

At any rate I bought some L plates today
