I tend toward a little paranoia on what the EU will try and push through. However on this one I think it's a no go for at least a few decades, the reason being that despite the fact that the EU have pushed through some unpopular regulation it's usually happened when it has only been mildly unpopular everywhere, or of mixed popularity depending on where you were.
We've been talking about the UK, but I think this will be very unpopular everywhere. Not all, but enough politicians will worry enough about the backlash to prevent it happening.
That said, I am with Space1999 in that we do tend to be a bit passive about this kind if thing.
One final point - can you imagine being cranked over on a motorbike and a satellite pissing with your throttle? When they get there, they'll need to sort that one too...
