Can anyone spot what's so mind numbingly stupid about the supposed justification for scrapping it and the (many) problems with what they have put in in its place?

Yeah... Orrrrrr, perhaps the testing was effective in deterring people from trying to bring cloned/dodgy motors on to the road which is why you didn't find many

because its only a limited roadworthiness test and wouldnt test for ringed cars
