Nothing to do with Europe, that stuff will all happen anyway, entirely home grown.
European rules were actually going to result in older cars not having to pay road tax (much newer cars than the crap reinstated UK rolling road tax exemption scheme)

In all seriousness though, in a population centre like London this would effectively be a tax on the poor.
