Shouldn't they have tried to trace the owner through the DVLA??

What are the chances the VIN plate's been removed and all other traces of it's identification as well

AFAIK you can apply for a v5 for a car. The last registerred keeper will get a letter saying a v5 has been applyed for and if they get no response within a certain time frame then they will issue the new v5.
This looks slightly dodgy as the person selling it doesnt seem to actually own it, Also hes removed the number plates from the picture. I certainly wouldnt go near it with a barge pole
