Exhaust valves should be the same as on h22, but intake valves are 1mm bigger in diameter on H22 unless h23 you are talking about is jdm h23a

f series valves are identical in diameter, but their stem is longer than on H23

If i remember correctly, H22 and H23 non vtec valves are totally different.

H22 valves are longer and their stem are 5.5mm of diameter , and for the H23 non vtec, the stem are 6.6mm diameter.

About the diameter, H22 have an intake diameter valve of 35mm and an exhaust diameter valve of 30mm
H23 non vtec have an intake diameter valve of 34mm and an exhaust diameter valve of 29mm.

I also have a complete set of H23 valves ( and one of H22 valves) , if you need more information, i can measure them exactly and i can also sell the H23 valves if you didn't find what you need in UK ;)
