Rep

Several questions! All to do with rep. I understand what you have in place is to prevent it losing it's value, but suggestions can't hurt
Is there any chance of the rep cooldown period being reduced?
Am I right in thinking it's 1 per hour at the moment? Sometimes in a really helpful thread you want to rep maybe 2 or 3 people for their info, yet you can't so you have to come back and do it again later, and often end up forgetting.
Is there any point at which you can increase the amount of rep you give?
So say if I had 500 rep I could choose either the standard 5 or input my own value up to the next threshold. An example could be:
<500 = rep power 5
501-750 = rep power 5-10
751-1000 = rep power 5-20
Maybe with higher rep the cooldown period can be reduced?
The spreading to another user thing. This is 5 different people before you can go back to person 1 again right? Often it's the same people giving good help/info and you can't always reward that because maybe 4 reps ago you did, so you end up doing a token rep for something you normally wouldn't. Maybe a reduction to 3 would be good?
