Ok really sorry if this is the wrong place but as it's the engine you guys know so much about I'm kinda hoping someone can help me.
Just recently I have received a civic eg in px it has a h22a conversion stamp year 92. It has a p13 ECU but as of using it there is no vtec and also and revs round to around 6500rpm does have egr and knock sensor delete car runs find apart from when you try hitting VTEC have cleaned and checked solenoid just don't really know where to start with it was just kind of hoping someone might be able to point me in the right direction and before you ask it's not a new conversion was done back in 2010 so everything worked fine up until the previous owner

Most likely the speedo mate. I had an import 4th gen and the speedo was converted from kms to miles. The guys who had it before didn't know what it was and ripped the little box out. Speedo didn't work and the car went into limp mode which dropped the revs.
Brought another little converter box and installed it and I had vtec back.

When you say 'knock sensor delete' what do you mean? (What has been done there)
Did this problem start while the previous owner had it, or just after they sold it to you?
Are there any fault codes logged by the ECU?
Things that need to be right to get vtec to engage;
Road Speed
Engine Speed
Engine Oil Pressure (detected at the VTEC Oil Pressure Switch on the side of the head)
Engine Temp
