Classic issue, not just ludes, many older cars - makes me wonder if the dampener is worth it or not from the factory.
My missus E46 beemer 320d's crank pulley failed in the sme way, with only 50k on the clock!
That drives the water pump too! £200 for an aftermarket one in that case too, BMW = £400!
So yeah a new bolt, maybe woodruff key if it's damaged or missing and a solid underdrive pulley would be the cheapest option. A pulley was in my watched list for about £25 - wonder if the auction is still going...
Good luck sorting it, it's a pain, but there are worse things that can happen.

Me? Anything to do with how the pulley is secured to the crank. A worn woodruff key for exmple leading to the bolt not holding the crank pulley in place properly. I would buy a new bolt and key from Honda to be on the safe side, especially if you go for a solid underdrive pulley as once its on its a right job to get it off again. I'm sure you have already read the pros and cons of solid underdrive pulleys? Its the potential cons that you need to decide that your willing to take the chance on.

Anyone know of an underdrive pulley that only reduces the power steering & not the alternator?
I'd like to have fitted one, but the minute I go down in size on the alternator, I'm underdriving the supercharger, and that's just pants! Just wanted something newer and solid not too worry about. I have a brand new OEM Accord pulley, which is a slight overdrive to net me 3 more psi one day though. So swings and roundabouts really!

Don't use it like that.
Not only will you damage the woodruff key, if it eats through the cover it might knock off your timing belt, with not hilarious consequences. That's an NSX favourite trick, BTW...
Depending on desperation, you could probably get a new pulley far chaper from CFL Honda in the 'States.
