Hello all, im new here. Recently got a 5th gen 1999 2.2 motegi. Anyway straight to business...
Could hear a crying type whine coming from the cambelt area, quite supercharger like, at all RPMs. It's had a manual tensioner conversion and a new belt fairly recently I think.
Took the cam cover off to have a look. Belt tension looks OK but its clearly rubbing a bit on the inside of the cam cover and theres a bit of belt dust on the middle cover.
What do you suggest to remedy this?

Welcome, sorry to hear you've got some problems.
First suggestion would definitely be what you've already looked at - belt tension. With a manual tensioner, it should be re-checked some time after fitting.
Other than that, it pretty much only comes down to belt size, distorted cam covers or pulleys running true.
Next you could try refiting the rocker cover (leave the cam cover off), run the engine and watch what happens to the belt - is it wandering? If so, likely you've got a bearing gone on the tensioner or water pump or something like that, causing pulley wobble and the belt to wander?

Yea my first thought was the belt tension but it seems OK (not too tight as I expected). I haven't checked balance shaft belt tension as it's a bit buried below stuff but this wouldn't cause the main belt to rub i wouldnt think?

I had this a few years ago. Turned out to be play in the pulley bearings. Remove belt and check for play.

Belts can whine just from being too tight.
If you can see rubbing though, that suggests what we've mentioned above.
balance shaft belt could possibly be running against the side of the main belt??? That could also then cause the main belt to shift across sightly??? (There would be a nice shiny edge on the inside of the main belt by now though, I'd have thought).
Might as well whip the bottom cover off and look, then leave them off and run it with the cam cover on to see, like I suggested.

mine has done this a few times since I changed the cam belt, and is just one of the plastic covers rubbing a belt occasionally since I have not put all of them back on due to using the adjustable cam gears for tuning
