What to check to reduce MPG?

Currently my car is eating fuel to the tune of about 16mpg in mixed driving that was with 2 or 3 vtec blasts

So far i have changed:

Fuel Filter
Manifold
O2 sensor
added the cat back in
different exhaust

But it's made no difference

Once I have my valve tool back I'll redo the valve clearances, also need to do an oil change

What other things can I look at?

If it's already full of bullet holes, there's your problem!
