Because the ecu needs to see a minimum speed before it will engage vtec.

JEBB4 I wouldn't use a chip from ebay it has been proven plenty of times before that they can cause engine damage through too much advance and/or lean fueling. Some also remove the rev limiter all together or have such a high limiter that valves start floating. There are a few that work but its not worth the risk IMO.
