It is the bracket (plus a bolt) that is used to lock off the the position of the balance belt pulley. viewtopic.php?t=18247

That bolt according to the 4th gen h23 manual is only used to lock the timing belt in place for adjustments on balance belt.

You use a lower timing cover bolt.

I've found that without it you get more movement on the tensioner making the belt easier to fit. This compensates for the larger pulley on the h23 setup over the smaller on the auto tensioner setup.

so youve left it off - quite brave imo but i hear what your saying about the bracket just being used to lock the tensioner when doing an adjustment
