Do the rad fans start up independantly of each other?

I was doing some work on the car earlier, and noticed after a drive that only the right hand side fan (looking at the car from the front) was spinning. its also quite a bit smaller then the other fan, is that right?

Should they both come on together or does one come on at a certain temp then then other if the temp continues to rise?
Wondering if the larger fan is broken and thats why i tend to run a bit hot.

One fan is for the A/c iirc.

at peak temp both will come on

Awesome, thanks! i think im missing half the air conditioning gubbins, but not really sure what i would be looking for.

A/C definitely doesnt work either way! lol.
