is it worth me changing my balance shaft oil seal retainer whilst im doing my tb and waterpump?

i doubt you will have the seal retainer in place so would be a good idea to fit one

What's the deal with these retainers... Where they originally not included but were later added? Was there a recall? Is the fixing bolt hole already there for them?
