So what is the undisputed best combination then? (As a project engine starting point).
Would it simply be the H22A7 Bottom End (Higher Compression), and any H22 head (as I understand they are all fundamentally the same)?

The combination H23 bottom end and H22A7 head has already been made. In the Honda tech link it is said that in 2000 and 2001 this combination was made.
In 1998 and 1999 it was a H22A head. P13.
H22 heads are not all the same. P13 heads standard heads. The ATR has got a PDE head.
With a 2.6 liter engine you won't drive it on the streets, I guess.
