they weren't strapped down they were just parked it looks deliberate

Could anyone decipher the background language? I thought Russian at first, but now I'm not so sure.

If it was an insurance scam, I can't see why they would have put the film in the public domain. Surely the underwriters would kick up a fuss about how the cars were "secured"? I'm guessing it was a ferry of some sort, rather than long-distance export transport.

Interesting, though.
