Password JDM licence plate mount

Hey

Does anyone else have one of these and how have you gone about fitting it??
I want to mount mine off set to the passenger side.

However I can't see any easy way to get the holes drilled. With the bumper on or off??
And do not want to get pulled over for having no plate. As it is just a silly reason to get stopped.

It's alright. I sorted it.
Nothing like using a drill on a freshly sprayed car
