I hear water with Sodium Chloride is best for removing rust. Honda used it as underseal in the 90s.

I tried this with the same distilled white vinegar, it works but takes ages and you have to keep agitating them with a wire brush every couple of days but it does all come off eventually. In the end i just used some bilt hamber deox c as i had a bunch of large parts to derust anyway, the stuff is amazing and the rust just melts off in a few days without any effort, depends how much rust there is of course.
