The recall was on the "ignition switch" which is the electrical unit bolted to the back of the barrel/lock assembly.
The "ignition barrel" is a seperate item and would be classed as wear and tear if indeed it is the barrel at fault. These things wear as do the actual keys. Compare a brand spanking new car ignition key/barrel feel to something thats 15-20 years old and many thousands of key inserts.
It may even be that some of the plates inside are simply sticking in the "open" position. You could try spraying a small amount of penetrating oil inside the key slot then work the key in and out several times to see if that releases them.
Chances are however that it will need to be replaced.
