Does the switch work, is that how you were checking the relay? Wiring? There isn't any easy way of knowing other than checking each part of the switch, wiring, fuses, relay, bulbs etc...

Okay merlin, the switch does work, i had the drivers side working, then i replaced the bulb in passenger side, now neither of them work

Do you have a multimeter or test lamp so you can test each bit? There are two fuse boxes, in the engine bay and drivers foot well. Did you check both?

Test the output from the relay in-situ, if its outputting power then your fault is in the cabling to the fogs, as you know they work.
If that's ok test the input signal to the relay and output of the dash switch.

ive narrowed it down to the wire from the relay to the fogs, ive tested everything idividually and it all works, shall have to trace that wire at the weekend,

im not sure i havent come across anything, ive taken them out and tested them individually and the both work fine, when theyre connected to the battery,
