the whole blinding other drivers thing with hid's is when people put hid kits on halogen lamps, you dont get a clean beam line unlike with projectors

Same applies to HID in halogen projectors. The reflectors bowls in the projectors are designed differently to HID projector bowls but not as bad as the HID in standard reflectors.
