The workshop manual in section 6-113 describes setting the tension on the balancer belt. The balancer belt has a spring loaded adjuster but a manual adjustment.
The adjuster nut protrudes from the lower timing belt cover and should have a rubber cap on it.
You remove the cap, undo the adjuster bolt no more than 1/2 turn then rotate the crankshaft over 1 full turn, then tighten the adjusting bolt and replace the cap.
That will stop the balancer belt from whining. Your timing belt will be tensioned correctly with the auto-tensioner.
