That's true - they decided the law wasn't easily enforceable. But it's on whatever their version of the statute book is, and they reserve the right to introduce it at any time.

Also true. However, you still need to be road legal (ie: up to date MoT) and the German police know what documents you should be carrying.

That said, in all the thousands of miles I've driven in Europe on UK plates, I've only ever been stopped twice. Once many years ago for going 'suspiciously slowly' past a UK barracks in Germany. And once in Spain for mobile phone use in a truck - no problem as soon as the rozzers realised that I was the passenger not the driver!

By the way, EU agreements mean that you might be pursued if picked up on a speed camera.
