My dad has just moved to Hong Kong and we are trying to video call each other using mobile phone.
Now if i go into my contacts as call me dad and add the hong kong dialing code it wont connect.
My phone is HTC Android and my dads is Nokia Lumia Windows OS.
Does anyone know how it works or know what requirements are needed to work?

You can make Skype calls to any phone number but it's ropey at times and of course will cost you money - so you'd need Skype credit or whatever they call it.
Make sure you're calling their username and not their number.

Just a stab in the dark, but I'd call your phone company to make sure they haven't put some stupid standard restriction on that might impact things.
Speaking personally I've only ever had success with video calls using 2 phones of the same make (Although not tried much). I do get a superb mobile skype to Aus though on 4G.
