Found an Accord Type R Exhaust Manifold top part so 4-2 Section only not the Down Pipe, would I need the down pipe too? For my h22a2

Yes you would, you'll be lucky to find one as they are fairly soight after due to smashing them up also you'll need to notch your front subframe and possibly have to modify the rest of the exhaust. Also I believe they aren't a massive gain over standard, they look chunkier but are actually double skinned.

Due to the rarity of the ATR downpipe, the hassle of notching the subframe, and the meagre reported improvement in power it is almost not worth it IMO. I think there are better and more cost effective manifold/downpipes out there.

I am trying to find PAW's explanation of the ATR manifold.

Just so you know.

ATR OEM manifold is definately better than a stock Prelude manifold and will make power it is still not as good as a "GOOD" performance manifold such as Mugen, Fujitsubo.
Custom Tri-Y such as Hytech or Solid Fab works well

Also ATR manifold will not fit the Prelude (4th or 5th gen) without modifcation to the front engine mount bracket, front crossmember and then either lengthened to mate up with cat/decat or modded cat/decat to suit.
