Dam.
Well in thats case, rub back to absolute bare metal and iff possible on both side of the metal, rust treat from both side. Treating rust would need a good day with 3 hours between coats unless you have heat lamps.
Etch primer after.
Fill (make sure no air holes in the filler and its nice and smooth and rub away to a smooth finish. Any holes use fibreglass compound, then bodyfiller.
Solvent primer. Ideally 2 pac as normla primer shrinks under heat.
Paint etc.

And use a rust sealer/underbody on the other side of the panel.

Its the best you can do really.

Id done the above on both my 3rd Gens arches and my dads e46 rear bootlid/bumper mounts. My 3rd Gen rust started to return after 3 weeks and my dads rust has started to come back after 2 months. (different quality metal).
Both ideally needed to be cut out.

yeh the tramroad lude pickup did this, 3 weeks after the body shop - bubbles aaaargh. but im gona pray real hard and hopefully someone will listen :twisted:
