Correct, the ignition switch recall was on 5th's.
If your VIN plate has not been stamped its very possible that it's gone faulty and was never originally replaced. Honda charges about £60 for a new one which I found out when I replaced mine (though it had been done I had to eliminate it from the loop).
The 5G manual has immobiliser troubleshooting steps in it so long as you have a multimeter and a half hour you should be able to pinpoint the fault as I did when mine stopped working. I had the green key light though so a different issue to yours.
Starting at Page 1307 on http://prelude.openbarr.com/manuals/5th_gen/ is everything about the immobiliser system.
1314 is the bit that I had to replace on mine.
That should get you heading in the right direction I hope!
::EDIT::
Oh yeah, and don't forget to check your main relay. I can't remember the exact symptoms but it wouldn't hurt to check it out if you are rummaging around in the dash.

Here's the link with the recall information, maybe worth printing it out and speaking to your local Honda dealer.

i dont think the p28 has an immobilizer in it the 5g ecu is coded with the ignition and keys so the p28 will be ok without it
