My 1994 BB4 passed with a de-cat in March. This is at a Honda dealership.
The VIN prefix 'BB4' does not appear on their database, so it has a non cat emissions test.

The way it is determined what test a car sits and what levels are deemed a pass result has changed slightly as before there was the flow chart to follow but now it is done by individual chassis code (regardless of engine code), of which the BB4 is not on the database / list. There is a specific test for cars not on the database / list.

I have put this in the wiki. This applies to pre-August 1st 1995 BB4's only. As before post-August 1st 1995 BB4's still have to go through a CAT test.

i understand the test results that the car is tested against!! but that doesnt mean you can get away at all garages without a cat just because your sitting the non cat test. The non cat test does not mean you dont need a Cat  .
Anyway it is a moot point as the opinion will vary from tester to tester my advice find a friendly one and stick to him

When the law changed it got weird
The cat test is basically a visual check to see if it is there then after that check it is the emissions test
