Am i correct in assuming that the bolt, shown in the centre of this photo should be loose?

This is the bolt that holds the timing belt tensioning mechanism to the engine. When i say loose, i mean loose enough to allow auto tensioner to function correctly.
When i did my cambelt, i fitted a new auto tensioner.When i removed the stopper tool from the auto tensioner nothing happened, because the bolt shown in the photo was tight, and the tensioning arm could not move. So i loosened the bolt which allowed the auto tensioner to work. Was this correct,as i can not find any reference to this in the manual. Presumably this bolt is meant to be left slightly loose so the auto tensioner can adjust belt tension, as the belt stretches slightly. Thanks for any help.
