VTEC inhibited when stationary?

To clarify - that's In Car Entertainment - not frozen water

Gents/Lasses,

Apologies of this one has come up before but didn't find it. Please would any one of you learned souls tell me....

Is there anything inhibiting VTEC engagement when the car is stationary?

This is further to some diagnostic messing about further to my earlier CEL post...

I don't seem to be getting the Engine Management light any more (may have been a loose-ish connection with VTEC solenoid) but when revving a (fully warmed) engine while stationary (In-gear on clutch or out of gear) it's not going over 6500rpm. At present it's not insured so can't easily road test but would be useful to know?

you have to be going above a certain speed for vtec to engage.
