Where front and rear tyre sizes are designed to be different
Where a vehicle is designed to have directional tyres at the front and asymmetric at the rear

but why would this be as they state "particularly in wet weather conditions :?

I understand what they are saying, but it's very poorly written.

It's just saying that in the event of a blow out, your best to have a blow-out at the front, so if you have to rotate your tyres (which they don't recommend) keep the shittest tyres on the front.

Don't get the wet weather blow-outs being more likely either though :?

So essentially, they do not recommend tyre rotatation, unless your replacing the front tyres in which case you should then rotate your tyres to put the new ones on the rear, but by putting old on the front they breaking their own recommendations....

Another case of someone who sits in an office with no windows, who also commutes by unicorn and space hoppers.

Considering most of your braking happens at the front wouldnt you want your best tires there ready for an emergency? FWD cars also have power at the front, where you would also want your best grip... Their advice is counter intuative.

I have to agree with resident cynic LLL. For me it is best tyres on the front. But for inexperienced drivers it may well be better to make sure that oversteer is always avoided. Even though I have never got oversteer from having more worn tyres on the rear than on the front.

I can't see a situation where a blow out on the front can be better than a blow out on the rear :? At least with a blow out on the rear you have a fighting chance of controlling it?
