Well even if you can manage to remove the bolts from it without removing the bumper, you still can't unthread it without removing the bumper. The slam panel kind of cradles over the top of the light too, so the light needs to go down several mm before it will come forward and out to.
You find a lot of breakers live up to their names by simply breaking the lower brackets off when they remove them from the car (whether by accident I don't know). This could be an option as then you only need to remove the top fixings of the bumper, loosen the bumper bar and flex it down enough, but I don't really want broken fixings

It is big, but then so is the bulk of connectors on the end of the harness. The gaitor is a similar size to a CV boot, but it's also as durable, so should work well in supporting the harness through the bulkhead.
