I'd say, if you had a completely OEM spec car and then you buy everything to do the job brand new and then get all the necessary machine work done and then professionally tuned, then you really will be looking at a figure around the £10k mark. (Mate's rate may save you a grand or so, but how qualified is your mate and how well does he know the H22? As it may cost you more than you save further down the line

I trust the guy who would do it all with it 110% hes very very clever in what he does and knows what hes doing to a T.
I cant see where you have got 10k from still, but i have yet to get prices for some parts... I know the inlet, TB, and cams with springs and retainers i wanted are gonna cost me £1200. Clutch and flywheel are around £600 as well.
Just leaves me to price pistons, rods, sleeving, boring, honing, lightening the crank, new bearings / oil pump and ECU of some sort. If the bottom end comes to 8k, it best be gold plated.....

Have you got an LSD box? And already got tyres that won't jobby themselves at 300+hp through the fronts? What suspension mods have you done to make sure that the fronts don't just light up with a dab of throttle?
Cam belt kit and all associated costs when you have the head work done, oil + filter and a decent air filter setup?
+1 on it being 10k ish

£1000 Worthy Cams & Valve Train.
£1000 New Pistons & Rods.
£500 New Clutch & Flywheel.
£500 Worthy Intake Setup & Injectors.
£1000 Worthy header & Exhaust.
£500 New Belts, Oil & Water Pump.
£500 Oil Cooler Setup (Recommended).
£1000 Head Work.
£500-£1000 Bottom End Honing Sleeving etc.
£500 Crank Assembly balancing.
£500+ Engine Management & Installation.
£1000+ Building & Tune (depending on how much you do).
That's £9000 right there without all the seals, new ARP bolts etc and I'm sure I've forgotten a few other things. Like I said, you can obviously save money in places depending on how much you do yourself, mates rates and ebay bargains, but that is ball park, and not the most expensive (ie. best) component's prices either.

I wasted my lunch break putting this list together (its based on what my engine has, so no forged bits). Its a mix of brand new and 2nd hand prices:
Engine
Intake 200
Skunk2 68mm Throttlebody 275
ATR intake manifold 200
Fuel rail 70
Toyota Eclipse 450cc injectors 100
Walbro 255lph Fuel pump 70
Skunk 2 Dual Valve Springs 295
Skunk 2 Titanium Retainers 180
Skunk 2 High Compression Stainless Steel Flat Face Valves 285
Skunk 2 Stage 2 Pro-series Camshafts 675
Skunk 2 Pro-series Adjustable Cam Gears 230
Mahle Gold Series 11.5:1 Compression Pistons 653
Forged Eagle Rods 270
Kaizenspeed Balance Shaft Removal Kit 100
ARP Head & Main studs 170
Manual H23 timing belt conversion 90
New belts & Waterpump 100
NGK Platinum spark plugs 60
Spark leads 70
ECU 550
So 5K ish just in parts for the engine.
Gearbox
Quaife LSD (cheapest aftermarket LSD I have seen) 675
Fidanza Flywheel 160
Paddle clutch 350
ARP flywheel bolts 60
Exhaust
Manifold 350
Exhaust 200
6,800 ish
Plus you have to concider the costs of:
Building
Port polishing
Valve jobs
Balancing
Tuning
better oils etc...
New belts and gaskets Etc...
Replacement of wearable itmes
Aftermarket final drive?
All of the estimated lists put up so far are all in the same ballpark. Nafemans list includes the cost of tuning etc.. so we are on the same level
Once all of that is done you have to do the brakes and suspension. Add another £2-3K for that
What scares me is that I have done most of this already
