Your definitions are wrong for the question you are asking.
There are an infinite amount of 'numbers' but only 10 'characters' with which you can build those numbers. Each character represents the conceptualisation of linear progression through a scale when measured against its partners. With the inclusion of '0' as a character we are able to provide an automatic reset whilst counting.
It does not matter which characters you use, the amount of calculable 'numbers' is infinite.
I say your definition is wrong as in a system like, say, hexadecimal not only are the characters 1,2,3,4,5,6,7,8,9,0 used to express information but the characters A,B,C,D,E,F are also used. If you are only considering a base 10 mathematics then still the definition of a 'number' must be more closely described to allow correct extrepolation of the facts.
