The balancer shaft is there to iron out vibration in rotating machinery that isn't inherently in balance.
Lanchester first came up with the idea over a century ago. If a motor manufacturer wants to present a model as having a bit of class, but offers only a four cylinder engine, it likes to remove the second order vibration you might find in a 4 cylinder at low revs. The difference is barely noticeable if things like engine mounts are in perfect order.
