Not 100% sure, but are these not security screws? If so you will need to get the right 'Bit' although I'm not sure even this would work as security screws are designed to go in but not out!

If they are security screws you will have to drill them out. :(

I think they're just self tappers into the bumper by the looks of it.

It looks like a pozidrive screw that's been rounded off.
I would go back to Indigo's suggestion and hacksaw a slot for a flat blade. :geek:

*Edit* ...or get a pipe wrench/molegrips on it. :D
