Rare or not so Rare.
I have a drivers electric seat in the prelude are these rare enough? it moves forward/back, and moves the back support forward and back, and moves seat high and low,
Also my bumper has the usual indicator lamps on the inside and has lamps on the outside that have bulbs in them that turned on automatically when the light switched is turned on. Its just i see 4 amber lights on bumpers, and obviously 2 indicators and 2 blanks? my BB4 had 2 clear indicator lamps and 2 clear blanks. so having the 2 lamps with bulbs is that rare?

Electric drivers seats aren't that common, but there's been a fair few 4th turning up with them over the last year or so (my JDM has one, for example).
You mean lights on the wrap around of the front bumpers, joining onto the front indicators?
They're normally either plain reflectors, or have white lenses and white bulbs in for 'corner lights' that should light up on one side only, when the indicator is switched onto that side. These are rare.
If yours light up both sides with the indicators, someone's either fiddled with them so they work differently or fitted them after market and set them up as 'running lights'.

i have 4 different sorts
the ukdm corner lights are just reflectors and the backs have no hole for bulbs, then i have blackbacked jdm ones with 501 style holders that you just jump from your sidelights at the top. i have a set of crystal clear with 501 holders and i have the full size set of jdm cornering lights that come on with the indicators

They're pretty rare. There weren't many in the club when I got my JDM, now suddenly every other lude coming out of the woodwork and up for sale on ebay seems to have them
