Just because people are doing it doesn't mean they're doing it above board.
I know the main carriers we use at work won't carry a wide range of goods they deem as 'dangerous', the onus is on the shipper to ensure they adhere to this which means the system is open to abuse. I don't know what repercussions there are if you get caught though.

UPS and Fedex ship airbags you just have to deal with the hazmat bs they require to ship it out. I don't see how they think a airbag will deploy without electricity going to the sensor that deploys the airbag. Airbags fall into the same category as seat belt tensioners as if those can blow up mid flight also
