This car is utterly confusing...
I don't think it can be an import, for many reasons...
Firstly: it has ukdm front and rear plate holders/surrounds.
Second: they didn't sell the h23 in jdm land
Third: it has all UKDM front lights
So, it's not an import at all
However...
According to the DVLA, it was first used (i.e. registered) in August 1996, but it is a 93 plate..?
So that's odd.

If its had a private plate from new when it has been sold in the past it may then have had an age related plate fitted

But what I'm saying is...
The plate is probably the right one for the car - it is a preface, so is J-L.
96 would be a P (which yes, you could put a private L reg on - the L plate on it would need to still be a private plate btw, otherwise it would revert to being a P) but... The car would have to be a facelift.
So the other explanation for a pre-face first being registered is... That it is an import!
