They might say it's as much work to cut out that area, fab up a repair patch and weld in, as it is to replace the whole panel with a pre-stamped one?


But the sunroof drains are clear. How is water getting there? I will see what the bodyshop says.

Maybe it wasn't dry when then inner sealing was applied so that moisture is now trapped in there?

Rust is always worse and more extensive than what you see. Leave it, or be prepared to spend hundreds.

I am prepared to spend hundreds as I want to keep the car long term. At the same time I want a proper job done so I will speak to a few bodyshops and go from there.
