Petrol, white spirit and isopropyl alcohol will get the job done, plus lots of water to wash it off - preferably via a pressure washer. Buy now before they're banned...!
The EU now has regulations for about 75% of things we do/buy/sell/consume, so it is an obvious thing to blame, if you want to blame anyone. It's just a shame that we don't get the chance to vote out any government that makes stupid rules anymore, where we once could blame Westminster. These days, all the UK government does is enforce EU rules...
