How off is it? Must of been quite something!!
Surely it's not just an incorrect fitment on the bulb?

There's not much to plsy with on adjusting the headlights so this sounds a bit odd.
The bulb might be fitted correctly, but is it wired up correctly? If the terminals are connected incorrectly, you get the main beam filament lit instead of the dipped.
Pull the bulbs out of both of them and compare which filmant is lit.

If that's ok, then try a different bulb in the dodgy side.

I might be totally off on this, but I think the adjuster screws have little balls on the end that pop into sockets inside the headlight and these can separate if you over-adjust it.. so maybe need to pop the adjuster screw back into its socket.. maybe
