Anything can be retro fitted...
There will be quite a bit of wiring involved to retro-fit cruise control to a non-cruise car though, tbh.

My mates been after a project but he's very specific on what he wants, he's after a 4th gen jdm import 2.2 face-lift version with cruise etc...but all I ever find is the si version which always seems to be with out the cruise my sunroof. I'm not sure he'll ever find this project car, I look everyday but nothing for 2 years now. The only time they come up is when they are already done up if you like and then it's out of his budget. Oh and needs to be a manual. Hey if anyone knows of a 2.2 h22a import face-lift manual with cruise and a sunroof for under a grand tops let me know please.

Do you think an auto could be swapped to a manual?

Definitely.
Manual conversion is not a difficult job.
