Do you're rear brake lights work? They are usually on the same fuse.

Fiddle with your dimmer switch and see what happens.

Does it have a aftermarket immobiliser? These are usually the cause. I've had 2 Prelude's with this and was down to the immobiliser. If that's the case, bypass it or remove it and reattach the original cables.
