I think it's only that cheap because it's not commercial rated (so not suitable for a business to operate out of).
And probably also being let by a farmer that wants a tenant who only needs access to the building maximum once a year, by several months prior appointment and under escorted circumstances only

How do rates apply if you are not using it as a business premises?

Minimum lease periods on these places are normally quite short (6 months) and that isn't a problem for me anyway really - I've been renting my current barn for about 6 years and my first council garage for over a decade! 
I think it's rated if the Council have deemed it to be a commercial property, i.e. one that would be used for business purposes. Presumably it would be possible for me to apply to have a rated building un-rated, but I expect that wouldn't be quick/easy and the landlord probably wouldn't be interested in getting involved in that either...
