Ummm... Balance belt is in the lower part of the timing belt area, so at the very least you need to take off the middle cover and I think you'll actually need to remove the lower cover (which means taking the crank pulley off... ;) )

By basic tools do you mean just an ordinary socket set?

If so and you do need to take the crank pulley off (wait for someone else to confirm that!!!) then no... You need a drokking long extension bar to stick on the ratchet and something to lock the crank with in order to get that bad-boy off.

However, if you can get the middle cover off and see the balance belt without taking the crank pulley off, you could presumably cut the balance belt and get it off that way.

Wait for someone that's done this to come along and confirm before giving up!

What wurly said is bang on. Either try reach and cut it or you need all the above.

You need to remove the top cover, lower cover, and pulley. The rattle on mine was front balancer shaft retainers was shot. Caused it to move in and out at a high rate of speed lol. If you remove it them remove the balancer belt tensioner spring too. The lower pulley bolt will be fecking tight. I confirmed the noise by running the motor with the belt covers off. You could see it going crazy.
