I think that's fair play. An error has been made and they've apologised. A rare thing in this day and age.

Had it been a genuine attempt at a scam, they wouldn't have bothered with this letter, but would instead have waited in the hope that you might pay eventually.

Why not give them the benefit of the doubt?

[But you might also want to send a copy to DVLA to clear the cloning thing.]
