possibly but the difference is thousands of feet in a very short time, losing a tail would more likely lose stability left/right not so much up /down. It certainly would send it into a dive though, not pitch it up. Not that i am an aeronautical engineer just been to a few aircrashes to rescue pilots so kind of used to the data. They use it as a way of quick guessing survival so you can tailor the attendance.
